NEW YORK (AFP) - Human Rights Watch said that Israel has used artillery-fired cluster munitions in Lebanon, killing a civilian, and called on the Jewish state to immediately cease the practice.

The New York-based rights group said researchers on the ground in Lebanon confirmed that Israel staged a cluster munitions attack on the village of Blida on July 19, leaving one person dead and injuring 12 civilians, including seven children.

The report said researchers had also photographed cluster munitions in the arsenal of Israeli artillery teams stationed at the Lebanese border.

"Cluster munitions are unacceptably inaccurate and unreliable weapons when used around civilians," Kenneth Roth, executive directory of Human Rights Watch, said in a statement. "They should never be used in populated areas."

Researchers interviewed witnesses of the Blida attack who said Israelis had fired shells which dropped hundreds of cluster munitions on the village.

Cluster munitions are particularly dangerous because they have a high level of duds that can explode much later after the attack.

Human Rights Watch said the US use of cluster munitions was the leading cause of civilian deaths during the invasion of Iraq in March-April 2003, killing or injuring more than 1,000 Iraqi non-combatants.

Belgium became the first country to ban use of cluster munitions in February 2006, followed by a moratorium declared by Norway four months later, Human Rights Watch said, noting there was a growing international movement against their use.

Last week, Human Rights Watch said Hezbollah's attacks on Israel with imprecise rockets in civilian areas violated international humanitarian law and most likely constituted "war crimes."

BRUSSELS — The Israeli military is using chemical weapons during its bombing of Lebanon, a Belgian-Lebanese professor claimed during a press conference in Brussels on Thursday.

The press conference was organised by the secretary of the Tripoli archbishop, Monsignor Jean Abboud. The Belgian professor of Lebanese origin, Bachir Cham, is the head of a hospital in Lebanon.

"The bodies don't look like they normally do. After an explosion there were no traces of blood loss or subcutaneous haemorrhages [bruises]," Cham said via mobile phone direct from Beirut.

"The hair and sometimes the beard and the moustache remained intact. I found no traces of the pressure wave by the

explosion. The colour of the skin was black like a shoe, but the skin was not carbonised or burnt."

Eight mummy-like bodies were taken to the hospital on Monday and photos taken of the corpses. Two children's bodies showed no indication of wounds resulting from an explosion.

"I have the impression that a poisonous product penetrated the body via the skin. Death follows with almost 100 percent certainty," the professor said.

A heart specialist, Mohammad Farran, said letters had been sent to the UN and the EU drawing their attention to the alleged use of chemical weapons by Israel in Lebanon.

Meanwhile, Arab, Lebanese and Belgian peace activists protested for fourth consecutive day in front of the EU headquarters in Brussels against the Israeli attacks in Lebanon.


Placards carried by the protestors read: "Israel today is committing a deliberate crime against Lebanon" and "Stop Israeli terrorism".

As the crisis in Lebanon continues to build, the United Nations is warning of a humanitarian catastrophe. "The situation is both alarming and catastrophic. There are about 500,000 people displaced already. The situation is extreme" said Beirut's UNICEF representative Roberto Laurenti. He further stated, "We are concerned about their conditions, especially because of electricity cuts, lack of water, lack of food and medical supplies and sanitary conditions which could lead to illness."

Escalating violence threatens to create dire conditions as the death toll rises and hundreds of thousands of people flee their homes. The international airport, ocean ports, bridges and water pumping stations have all been destroyed. Petrol stations along with fuel depots have been set ablaze and houses have been turned to rubble. U.N. Emergency Relief Coordinator, Jan Egeland, stated that there were also fears about the effects of energy cuts and the destruction of infrastructure with regards to water and sewage, creating a health crisis.

Floods of displaced families took refuge in schools, mosques and churches. Within the first week of the conflict, shelters have been filled across the 77 public schools in Beirut, 160 in Mount Lebanon, 25 in the north, 42 in the south and 13 in the Beka'a. For many families at these shelters, there is little to no access for food and basic necessities except what locals happen to bring.

What is more troubling is that the United Nations is evacuating all non-essential staff from the country for fear of their own safety. As a result, relief services have been cut off to 260,000 Palestinian refugees who depend on them for aid in Lebanon.
